Before it became home to the megamall/federal penitentiary that it is today, the 25-acre area once known as Petropolis was dotted with more than 100 oil storage tanks that greeted visitors venturing south from Canada or the airport. No one would argue that the 21-year-old Carousel Center improves the view considerably and few could forget the urban eyesore that so-called tank farm created.
